It's the WHITE SWAN HOTEL in Guangzhou, China. This WAS the hotel that many people from around the world stayed at when adopting from China. Unfortunately, the site is no longer used for that purpose, and is now just a nice hotel to stay at.

Additional info from McMaster_de: It's a SSK (submarine-submarine killer) of the Toti Class. The Enrico Dandolo was finished on 16th December 1967 and disarmed in July 1999.
