Its a network link for Google Earth which will use Google Maps to give you a transparent map overlay for the area you are viewing in Google Earth. In other words...go over a certain region, activate the network link, and it will show you what that area would look like in Google Maps.
You can set the depth to what you want to flood your google earth, then refresh the network link and wait till it loads and you'll see which areas would be underwater and which wouldn't.
