It seems to me a camouflaged tank complex or a vehicle graveyard or ......
Anybody a good suggestion ??

I'm going to guess that it shallow holes in ground designed to capture stormwater to help recharge groundwater aquifer.

Definitely has something to do with stormwater runoff.

I guess with this. There is also a large dam to the south.
