Energy facilitiy or....?

Does anybody know what kind of complex this is ? It seems to me an energy production plant , don't know conventional or else nuclear ?
It doesn't look like a coal- or oil plant , looking at the large chimneys.
One chimney looks like under construction , see the crane beside it.
Anybody ??

Just a guess, but I'm going to say some kind of heavy manufacturing. Maybe steel mill.
