every time when i try to see an earth imagery on google earth, no map is shown, just : "we are sorry, but we don't have imagery at this zoom level for this region. try zooming out for a brother look." like you see on the screen print in down

That is google maps not Google earth.

And in addition to Gandolf's comment, that's just what you see when there's no good imagery for that location. In Google Earth you'd just see the incredibly fuzzy 15m imagery that covers areas without high resolution imagery.
Sometimes you also have to pull back just one 'tic' on the slider because the closest magnification is TOO close. However, if you see this text when you're looking at, say, London or New York then you've got a problem of some sort.

It appears from achrafmalki's screen shot that he's zoomed all the way out, but still getting that message, so as you say, there is an additional problem.

That happens a lot for me too. I clear my computer for cookies and temporary internet files. Then it works again.
It's like in GE when images appears that doesn't belong in a place you look at. Then you clear your cache.

I have had the same problem, intermittently, with Google Maps when I have been in a situation with low bandwidth. It appears that the browser waits for the tiles for a short period, then if they have not arrived, the message appears in their place. Sometimes there has been a mosaic of image tiles interspersed with ones that consist of that message. It could be that cookies or other items or processes that slow down the loading of images will also cause the same problem. Thus, clearing of cookies may be a solution, judging by what sladys says:
