Go to the agatti "name sign", look a little north west, in the water just off the beach.
What are those? Photo lab faults?

Since Captain H has answered your query about how to do a placemark, I'll offer my opinion about what it is.
Firstly, this won't be part of a negative. The image is from a Digital Globe satellite. The splotches are an effect similar to the circuitry visible in other dark areas and is part of the CCD in the satellite. It's not too hard to find more splotches like them in cloud shadows in the area.
