how can I own more cities / towns

I established my home base with the Home base selector. How can I purchase another Town / City??? :???:

you cant purchase a city. you must attack and occupy them

I'm trying to pace the number of cities that are added so that they're aren't too many. I want to keep the competition fierce for the cities on the map! :)
