If you have an application that can edit .png files, go digging inside the C:\Program Files\Google\Google Earth\res folder, all the .png files are there.

It looks like you would need to edit a dozen or so files.

Update - it looks like there's only one file you need to edit. Gerard64 at GEC has even created and shared one:
