I don't know what it is, but I think it is an embassy. (this neighborhhod is full of embassies). It's a large mansion. I don't know what sort of style it is, other than 'unique' though. At least the other rich neighbors have more traditional mansions.

Makes sense to me. I don't think embassors need a tennis court and two swimming pools.

*makes a mental note to visit Brasília and check out this weird thing*

My first guess was confirmed: it is the Embassy of Spain to Brazil. Panoramio helped!
