I think more, that this is a dredge. You can see the canon at the bow.

The ship is indeed not leaking. It's a dredger running full-tilt. I think it's drawing up sediment from the floor. The hopper is nearly full and it looks like it's been running for a little while at least. The water gushing over the side is the run-off from what's been drawn up through the suction head, and some of the finer silt is often carried overboard with that waste water.

The 'canon' is the attachment at the bow of the ship and is one way the ship can get rid of the sediment in the hopper. It can be hooked into a pipe to pump silt to shore, or it can be used to spray the silt in an arc to the spot where it's needed. (called rainbowing)
