Everything about says roads. All those markings and no traffic.
"Sprint" tracks.
One car on the big round track.

yeah it's a car manufacturers test track, a high speed ring approximately 4km long with sufficient banking so that at speeds of about 180km/h+ the driver no longer needs to hold the steering wheel, centrifugal forces vs. gravity and whatnot. On the inside is a network of tracks and roads with various surfaces for more rigorous handling and ride testing such as dirt tracks, cobblestones, smooth tarmac and a large skidpan (the big rectangle) that is able to be covered in water for wet driving tests.
