No it is not cleaning tanks, it is a dredger (a TSHD: Trailing Suction Hopper Dredger), probably similar to the HAM 316:

It has the deckhouse in front and a large crane at the back.

I also discovered where the dredger was carrying sand taken off Montalto di Castro.
This led to the south, a Foceverde, where you can see the tubes then used to send the sand on the ground.
