Forgive me if I am wrong, but don't the Mongolians live in roundhouses. Usually with a top cover of felt leaving it white on the outside. This is probably what you can see hear.

It's got me stumped. If it were a flag, it should show up in the adjacent image and if it's just there for that 1 image the people really are looking up at that spot.

Honestly, there's probably something actually there (a plane) but the image got blurred and/or edited. There's been plenty of other instances of the camera going screwy. That still doesn't explain why people would look up at a plane (probably an everyday occurance).
