This my friend is a set of tandem wheels. It is a device which appears like a set of two dual wheels and a trailer hitch. It is connected between two semi containers when being pulled. This picture is obvious to me that the semi tractor had pulled away from the tandem and left the rear container behind. This is common in Washington state in parking lots, especially those of retail food chains, but I have never seen it done on the side of the road. Good question though,
