Strange Track at Fort Bliss

I found a strange track at Fort Bliss, El Paso, TX and I don't know what it is used for. Got anyone an idea or information about what is driving around there?

Hi Tarlion

I would guess it's a practice runway for people (military personnel?) learning to drive trucks. To the NW you can zoom in and see a lot of trucks parked.
