I don't know what it is but they seem to contain water and not crops, so they are possibly for salt collection, fish farming or irrigation to refertelize the land.

Salt collection seems like a good explanation. If you look at some of the empty ones (and there are many more in the region) some have some white reside around the borders. I did some googling for "salt" and the city of "abadan" or "khorramshahr" (two nearby cities) and apparently the whole region is a big salt marsh.
