I am not sure about those building in particular, but that is "Treasure Island". It is a man-made island built for the world's fair in 1939 and was then used by the US Navy. Now it has some low-income retals and such.

Like the shape of the buildings, I think it was "the brig" of "Naval Station Treasure Island". It is hard to find some detailed information about the facilities on the island.

I was surfing the net and the closest I could find was info about the SFO World fair of 1939 ... thats actually when Treasure island was covered with buildings and the half moon shaped builing on the lower south west corner of TI was the main entrance. There are no pictures of the star builings whatsoever but I believe they are from the world fair, too

A Blimp view of Treasure Island Naval Base. The two spoke buildings are the Enlisted barracks.

These were the Bachelor Enlisted Quarters for Naval Station Treasure Island. I stayed in them in the late 1980's. They were set up kind of like a hotel, with 3-man rooms, and goverment concrete-block construction.
