Actually, it's the entrance of the tunnel to the motorway Genova (Italy) - Marseille (France). The exit is at about one mile to the north.
To be noticed that it is in French territory.

THX AGP, I do not see any borders at this location. But you're surely right, Monaco isnt that big.
First, this thing looked like a ramp.. "stunt car racer".
But now it makes sens - a tunnel!

When you go to the Terrain View and tilt the earth it becomes 100 % clear that it is a tunnerl !!!

Here is a track showing the border of Monaco: all that is between the yellow line and the sea is Monaco.
Beware : it's not 100% precise. The problem is that the border is not indicated at all (except on some big roads) and often crosses houses (e.g.: I know people living in Monaco and having a part of their appartment in France).
