This really is an aerostat, a tethered balloon shaped like a blimp. It is tethered and kept at the large square area just to the southwest of it. Since it is just across the border from Mexico. I am sure it is used to carry a radar unit up looking for drug smuggling planes.

your verery right it is used to spot drug smugiling and illegil imigrants i saw a docomentury on discovery about blimps.

It's the aerostat based at Ft. Huachuca near Sierra Vista, Arizona. Used for radar observation, it flies at altitudes of 12000 feet MSL and higher during good weather. Additional details at http://www2.acc.af.mil/library/factsheets/tars.html.
