When several players' armies are around a city and one of the players attacks, maybe their proximity should entitle the others to some kind of intel. Currently, only the attacking and defending parties learn about each others strengths.
Not sure how it'd work out, but there's something about being in the same place where it's all going on that just begs knowing more than everyone else all over the planet.
