The mountain is definitely in Nepal:

Well. The summit is not in Tibet. It's like saying the statue of liberty is in Nepal.

The mountain is both Nepal (Northern part) and Tibet (Southern part) since the border follows the range.

The summit must be considered on the border line.
Although I doubt that border patrol officers check you out in these heights :D
