The submarines are hard to identify, but all subs around docks from the Los Angeles-Class.

They have a length of 360 feet and that can only be a LA-Class.
From the Seawolf- and Virgina-Class, no one is stationed at PH. The Ohio-Class is much longer then the LA.

22 subs from the LA-Class named PH their homeport.

Incorrect. The ship alone in the other drydock at PHNS is Seawolf. There's only one ship in the US Navy with her measurements. Check again. The two together in the dock are 688's, the other outside the dock is a 688, but the lone ship is indeed Seawolf. Come see me on Google Earth's BBS for a more in-depth tutorial on sub identification. ;)

Additionally, no ships are ever "under construction" at PHNS. It is a repair and maintenance facility only. The subs there are undergoing what's termed as "availability", which is essentially an upgrade and upkeep maintenance time.
