Nuke shields should not be 100% effective. Perhaps the game developers can allow nuke-shielded cities to still be attacked and the nuke shield's effectiveness would be determined by:

1. The number of nukes dumped on a city.
2. The size of the city.
3. Some random factor. (After all, this isn't proven technology)

I like this idea. Right now, nukes are useless because almost every city has a nuke shield.

Mickey was working on making them expire eh?
Would be fun to be able to sell them too.
Extra income for taking cities...just for their nuke shields.

Great, I'm anxiously waiting to see that happen before 2008 :)
