Troop Upkeep Expenses are taken from "geos available".

what happen when no geos available?

Can you change, that the geos will be taken from bank (will
be a little expensiver - as punishes)?

Right now, it just starts slowly killing your armies.

That's a thought - the higher cost. I kind of like the strategy involved with the current set-up, though. :)

Please consider taking the cost of troops from (in this order):
City taxes
Bank funds
geos on hand

City taxes are immediately rolled into your Geos on hand (every five minutes), so those are really just one item.
