My guess would be it's part of the Skunk Works story- test targets for the calibration of (probably) Blackbird recon cameras and/or INS/astronav suite. There are two further artificial designs just N (by W) and if you follow the straight track S (by E) a few miles there is a large rectangular grid pattern which would fit with spherical error testing.....Any better ideas?

This dramatic image shows the first GBU-28 test article milliseconds before impacting the test target at the Tonopah test range. The weapon buried itself so deep during this drop, that the USAF did not bother trying to dig it out.
