they look like entrances off a road to something, but there's a Hell of a lot of them. There's an Industrial area in the mkiddle of this. Could it be a miliraty installation of some kind?

hmm, but what are the "dots" for?

an why they are connected with rails? (i think, this are rails and no roads, because i looked on some maps, where the rails followed the structure)
