That is the long range radar site for the FAA at Francis Peak. I worked there doing contract work for Raytheon years ago when they were upgrading the radar system. Funniest day there was when I went outside and there was a hang glider guy out in the parking area. He asked me which way was Salt Lake. I pointed south and he said thanks and ran off the mountain and glided away.
