Too many roads, too much empty space

This place in Tunis must be a real estate heaven! I wonder why there are so many roads when there are nowhere houses or other buildings to be seen in the land between them ( maybe they are plans for future construction? )

it's similar to this place in the United Arab Emirates.
And it keeps on going all the way to the North.
About 50 kilometers (30 miles) of empty space for houses.
