You probably need to download video drivers.
http://support.dell.com/support/downloads/download.aspx?c=us&cs=19&l=en&s=dhs&releaseid=R105342&SystemID=LATITUDE%20PRECISION%20M70&os=WW1&osl=en&deviceid=7863&devlib=0&typecnt=2&vercnt=7&formatcnt=1&fileid=135947
If that doesn't work I guess you could try downloading directx but that might not do anything.

You should contact Google Earth support for that problem.

Hum,
my powers are weak,
but i sense yu use Firefox,
and you may have set explorer to work off line...or not configured the firewall...

Hope this work for you too .
Just go to the GE icon on the desktop, make a rigth click on the icon ,go to properties ,there is tree tab do a click on compatibility. In compatibility mode must be ckeck , uncheck that option and leave it on blank . This must solve the problem , it did with mine. Good Luck.

Just a guess, but your anti-virus program might not like the program, you may have to manually "allow" GE to run by changing the settings.
