Is simple.

Due to an idea by a Mr Livingstone and Dr David Begg, the idea is that you THINK you are driving along a normal road at 60mph..... And then that road suddenly stops, and you can't.

Therefore, accident rates in the area grow enormously, meaning speed cameras every 200m and therefore a higher revenue to whoever gets the money (do we ever know?) and when traffic gets backed up after a prang then they throw in a "congestion charge" just to screw you more.

They are testing it out there, before London, just to see reactons.

Oh, and it keeps the tree-huggers happy because we only have to build half a road.
