No, the aircraft is contrailing, so must be at cruising level, perhaps en route for the Milan area.

Nice Cote D'Azur airport is only some 48 miles to the NNE. I've descended 30,000 in 23 miles in the distant past, before the advent of sophisticated Flight Data Recorders and Ground Proximity Warning Systems.
Also before the days of such mundane things as passenger comfort!! So it is possible for the aircraft to be inbound to Nice, but think of the subsequent paperwork! ;)
