I wouldnt say its toxic or anything because an elementry school not far from the lake, also this green stuff appears to be over the top of the lake.. thats what I think anyway mate, see wht others think, good find.

Actually, it looks quite healthy to me. The lake is that color from tanic acid in leaves that fell off trees in Autumn. As for the greenish colored object, it definetly was not over the lake when the pic was taken, it might have been a fiber from a shirt or something when it was scanned onto a computer.
