Looks like pontoons. Note shadow on the water. Can't quite tell.

No, this is definitfly a seaplane. Beside the fuselage you can see the swimmers.

I think it`s a Twin Otter from the West Coast Air.

You see that the tail and elevator and the cowlings of the engines are in a dark color.
