Does anyone know what this is? The shadow of the chimney is inconsistent with a UK loco...

Tom, It certainly is
Rhodesian Railways 4-8-0 no.390 was bought to the UK by David Shepherd and was based at Whipsanade Zoo for a while, before coming to the ESR. As the engine is metre guage, a section of special track had to be provided. The engine is now an outside exhibit at the British Empire & Comonwealth Museum in Bristol.

Parked in that car park just a few weeks ago and didn't notice the loco. Perhaps it's been moved again.
