Hi. Welcome to GE Hacks!!
That's waterskiing, this particular manouver being called "tubing". The tow boat is very clear and you can pick out the skier to the east of the boat.

I don't think they're skiing at all. They are tubing, with someone on a tube. As a driver, you do circles to create a "tide pool". This will throw the tuber off.

Yes, I agree, it is tubing rather than water-skiing. The way the tube is distinguishable gives it away ;)
