Strange Blacked out area, Wyoming

This is part of a hi res strip in the middle of Wyoming.

Theres a blacked out circle but some form of activity near it.

Any one with local knowledge?

PS. I have noticed other white out or blacked out areas often have the word Reservoir as part of the name but no sight of water.
