It is called Espacio Escultorico, a sculptural space on Ciudad university.

Yes, just to add a little bit of information, the area where the university of México campus is located is full of volcanic rock from a nearby volcano (now extinct) the "Xitle", the area in general is called "Pedregal" (rocky area) and is full of the rocks you see in the picture.

The circle is just that, a circle of triangles surounding an specific area of volcanic rock, not a bit different from those rocks outside the circle, I don´t find the art in it, but it looks nice and is a great place for picture taking.
Look around and there is a 360 view called "Primer Dia de la Primavera" and it was taken form the center of the circle. The marker is missplaced at:
