It's not an arch, it's a bridge for people, thay put them over major roadways to prevent pedestrain fatalities. There is another near the Pontiac Silverdome in Michigan, just southwest of it. ;)

This arch is a footbridge over the A48 road in Newport, South Wales, UK.

It was built when the LG factory was bulit about 10 -15 years ago, although the factory is now closing.

You walk up the spiral over the bridge (on the lower section) and back down the other spiral.

I drive past it most days.
