These are called fiducial marks, and are (in some older processes) used as part of the orthorectification process to warp the image onto the surface of the earth. This and the poor overlap are signs of sloppy work.

I was going to make a remark about headshots, but they are indeed meant to get the map texture on the earth frame

I agree with Jason Birch.
In the attachment you can see a part of the edge of a 50 MB satellite image with a similar fiducial mark.
