Hi Sethe69, welcome to GEH. You are right, it's mussel nets. You can find the same in the bay of Hiroshima and at Hong Kong for oyster farming.

If you zoom in you can see a round and a rectangular net. :)

The round looks more like some handmade islands.

The round things are reef islands which was surrounded by concrete to safe them from being washed away.
