How can I make an overlay?

Hello!
This is my first post here!
I'd like to make some overlays in order to have some fun...
How can I do that?

In Beta 4, I belive there is a button, in GE3 it's in a pulldown menu. Whichever, select overlay, and then you get an options box similar to a Placemark box. Select you image source and stretch it to fit the area you desire.
