Probably a VHF Auroral Radar
It's probably the High Latitude Monitoring Station (HLMS) VHF auroral radar:
It is an AN/FLR-9 Direction Finding High Frequency (HF) radio antenna operated by the 381st Intel Squadron.
What Akheloce said. It's definitely a FLR-9 (we usually called them Elephant Cages). Don't know which unit uses it though.
As for it possibly being a military antenna, it's connected to Elmendorf, AFB. What else would it be but a military antenna?

This is conventional Direction Finding antenna wherein the direction of received signal can be determined by measuring the phase difference of received signal between different elements.
As far as GEH is concerned this was discussed earlier in 2005 ( "restricted military zone???? " ) and also a couple of months back.
