    It's a sculpture for remembering the area as mining area.

    This is the area of the former coal mine "Adolf von Hansemann", which existed from 1873 till 1967. You can find those wheels pretty often between Duisburg and Dortmund.

    In Germany we call this Seilscheibe (english: pulley wheel). It was once monted in a headgear.
