Strange floating structure right off the shore of Kosakowo, Poland.
Here is the solution:
The Kriegsmarine Submarine Arms Research Centre (Hexengrund) dating back to WWII - a German centre testing the torpedoes fired at Jastarnia and Jurata on the Hel Peninsula. It consisted of a Torpedo Launcher in Babie Doły and two minor buildings placed across the Gulf, in the vicinity of Jastarnia, between which a torpedo scavenging net was spread. The former Torpedo Launcher is accessible only to frogmen. In order to have a better view of the ruins one must sail a few hundred metres on a pontoon or a boat. The V-shaped building's front faces the Hel Peninsula. On the waterfront there were two 1,5 m wide and 4 m deep pitches which were the actual launchers. Once inside, attention must be paid to then remains of rusty metal bars sticking out of the walls. Along the eastern wall of the wing the depth is 9 m. The bottom is all covered in piles of old bricks overgrown by shells and marine carnations. In cul de sacks there dwell eels, burbots, marine hares and crabs.
Another building located closer to the port in Oksywie is still in use by the Navy where their "FORMOZA" Special Frogmen Group have established their seat.

Wow..thanks! I was looking everywhere for info on it..All I found was Torpedownia and lots of Polish websites.
Info about this structure.
The Germans call tem The Torpedowaffenplatz Hexengrund, and was a former Luftwaffe torpedo research facility during the period of 1942 till 1945.
The building was officially opened on 2 April 1942. In April 1945.
After April 1945 the Torpedowaffenplatz Hexengrund served as refugee camp for thousands of wounded and refugees. On 5 May 1945, 3.500 persons were evacuated with Schnellboten to the mainland.
The Red army occupied the facility on 6 May 1945.
