I suggest to increase the army upkeep cost as a function of time. E.g.,
Upkeep_cost = Original_Upkeep_cost *(1+ Const*Time_after_army_is_bought)
Or something like this.
This way requires more thinking and stratigies before buying a large army.
Otherwise the rich player always win.
