I only put placemarks on hi-res locations, and I've had Croke Park placemarked for months.

^ With that said, the Phoenix area got a much-needed imagery update. The new University of Phoenix Stadium is now complete in GE, whereas it was still under construction beforehand.

Does Google Earth announce when updates are done or are they just discovered by us?

Dalreg, Sometimes they announce what they update, and sometimes they don't.

Just discovered new items under the 'Featured Content' layer, e.g. ESA Images. How long have they been there?

My mind works better in sentences with spaces and long paragraphs loose me sometimes cause I need to picture what is going on at the same time I am reading.
