If level 3 is suppose to be 125 HP, why does it only go up to 85HP?

Under the items list of GEMMO items, a life potion 3 reflects a restored HP of 125. So does the healing potion 3. If I restore my healing potion with a potion 3, Should I go back to 94 HP or 125 HP? So far it hasn't been a problem. I can still kick butt on most level 3 monsters. It does take a bit of work to beat a level 3 city however. Thanks for the previous responses.
