This does present an interesting concept. My thoughts:
Perhaps when a jewel is found at a city, a small portion of that jewel goes to the owner of that city, or maybe the owner gets like one tenth of a jewel. This would reward players for controlling more cities, as their chance of getting jewel tax increases with every city they own.

that would not benefit new players - it would just play into the hands of big powerful people.

what we want is more competition, not world domination by a select group of players.
