Default Base inside City(Alaska)

I've been trying to attack jduddy, whose base is inside of the extents of the Alaska city polygon.
I get an expected travel time of -0, and my army never gets there.

I have removed his base. He will have to choose a new location for it before he can make any other moves. I found a few other improper ones that have also been removed.

If you see any others that are within a city polygon, or out in the middle of the ocean, let me know and I'll take care of them.

For now, those people are not being penalized, because in many cases it's possible that they built their base before we put a city there. In the near future, I will have it calculate where cities are located relative to their proposed base location and restrict it. For now, it's on the honor system (until I find them).

Ok, those are all fixed. I've also set it where new bases can't be too close to existing cities, nor can they be near 0,0. We'll still have a few problems in the future (new cities going on top of existing bases) and there are probably a few left to clean up, but it's getting there.
