Default Strange structure in the Arizona desert

Does anyone know what this facility in the Arizona desert is? Located about 33 miles north-west of Phoenix, Arizona.

Due to the road names I would say the Chrysler Proving grounds. Haven't found much through research, but haven't spent much time. But it looks like Chrysler does have a facility north-west of Pheonix.
